I purchased an even-year one-bedcroom timeshare at a Westgate sales presentation in September 1994. Like a Homeowners Association, Florida timeshares are govered by an elected board of directors. The HOA for Westgate Towers appears to represent the interests of the developer, to the exclusion of the rights and privileges of the members. The Developer appears to serve as the Managing Agent of the HOA, which is a clear conflict of interest. The maintenance fees have constantly increased, yet there is no member-elected board to question the invoices submitted by the Developer. In short, there is no accountability
